กรอบบริการฟื้นฟูโดยคนพิการและครอบครัวในศูนย์บริการคนพิการทั่วไปสําหรับความพิการทางสติปัญญา ออทิสติกและการเรียนรู้

บทคัดย่อ

การศึกษานี้มีวัตถุประสงค์เพื่อศึกษากรอบบริการฟื้นฟูโดยคนพิการและครอบครัวในศูนย์บริการคนพิการทั่วไปสําหรับความพิการทางสติปัญญา ออทิสติก และการเรียนรู้ที่มีอยู่ในปัจจุบัน และศึกษาความเป็นไปได้ในการพัฒนาบริการอื่นๆ ที่จําเป็น ตลอดจนเพื่อพัฒนาเป็นข้อเสนอเชิงนโยบายการจัดบริการสําหรับกลุ่มคนพิการดังกล่าวต่อไป โดยเก็บข้อมูลด้วยกระบวนการถอดบทเรียนและใช้กระบวนการสนทนากลุ่มในผู้ให้บริการ คนพิการและครอบครัวที่เข้ารับบริการและหน่วยงานอื่นๆ ที่เกี่ยวข้องในพื้นที่ที่ให้บริการจํานวน 8 แห่ง จากนั้นวิเคราะห์ข้อมูล จัดทํากรอบชุดบริการโดยกรอบบริการทั้งหมดจะต้องครอบคลุมการให้บริการคนพิการตลอดช่วงชีวิตตั้งแต่เกิดจนถึงเสียชีวิต พิจารณาถึงความต้องการของคนพิการในแต่ละช่วงวัย ผลลัพธ์เพื่อให้คนพิการสามารถดํารงชีวิตอิสระได้เต็มศักยภาพ

ผลการศึกษา พบว่า ศูนย์บริการคนพิการทั่วไปที่ให้บริการคนพิการทางสติปัญญาและออทิสติก มีลักษณะงานบริการที่คล้ายคลึงกัน ได้แก่ การให้คําปรึกษาฉันเพื่อนสําหรับครอบครัวคนพิการ การฝึกทักษะการดํารงชีวิตอิสระและทักษะทางสังคม การดูแลคนพิการแบบทดแทนชั่วคราว บริการฝึกทักษะอาชีพและบริการช่วยเหลือ การดูแลคนพิการระยะยาวโดยใช้ชุมชนเป็นฐาน และบริการสนับสนุนครอบครัวคนพิการ ส่วนศูนย์บริการคนพิการทั่วไปสําหรับความพิการทางการเรียนรู้พบว่า ยังไม่มีการให้บริการที่ชัดเจน แต่เมื่อถอดบทเรียนจากประสบการณ์ของผู้เชี่ยวชาญ ผู้ปกครองของคนพิการทางการเรียนรู้และหน่วยงานที่เกี่ยวข้องแล้ว พบว่า จะต้องเน้นที่บริการเสริมทักษะการเรียนรู้ทั้งในและนอกโรงเรียน และบริการสนับสนุนสําหรับครูและครอบครัวให้เด็กสามารถเรียนรู้และพัฒนาศักยภาพตามเงื่อนไขที่เด็กมี

กรอบชุดบริการดังกล่าวเป็นจุดเริ่มต้นที่จะนําไปสู่การพัฒนาเป็นมาตรฐานการจัดบริการในศูนย์บริการคนพิการทั่วไป ร่วมกับการปรับเปลี่ยนแนวทางการพัฒนาระบบบริการคนพิการในศูนย์บริการคนพิการในอนาคต ครอบคลุมประเด็นเรื่องการแก้ไขกฎและระเบียบที่เกี่ยวข้องกับการจัดตั้งศูนย์บริการ การกําหนดมาตรฐานบริการ การพัฒนากําลังคนผู้ให้บริการ การสนับสนุนงบประมาณ และระบบข้อมูลข่าวสาร
