บทคัดย่อ

เนื่องจากการแพร่ระบาดของโรคติดเชื้อไวรัสโคโรนา 2019 (COVID-19) ทั่วโลก องค์การอนามัยโลกจึงจัดการประชุมสมัชชาอนามัยโลก สมัยที่ 73 แบบออนไลน์เป็นครั้งแรก การศึกษานี้มีวัตถุประสงค์เพื่อ (1) ศึกษาทบทวนการจัดประชุมแบบออนไลน์และการเข้าร่วมประชุมของคณะผู้แทนไทย (2) วิเคราะห์ข้อดีและความท้าทายของการประชุมแบบออนไลน์ และ (3) วิเคราะห์ปัจจัยที่ทําให้คณะผู้แทนไทยเข้าร่วมประชุมอย่างมีประสิทธิผล โดยมีวิธีการศึกษาประกอบด้วย การทบทวนเอกสารที่เกี่ยวข้อง การสังเกตแบบมีส่วนร่วม การสอบถามและรวบรวมความคิดเห็นจากผู้ที่เกี่ยวข้อง ผลการศึกษาพบว่าการประชุมสมัชชาอนามัยโลก สมัยที่ 73 แบบออนไลน์ ประกอบด้วย 3 ช่วง คือ ช่วงที่หนึ่ง การประชุมเสมือนจริงแบบย่อ (virtual de minimis) ช่วงที่ 2 การพิจารณาเอกสารระหว่างช่วงที่หนึ่งและสาม (intersessional session) และช่วงที่ 3 การประชุมสืบเนื่องการประชุมสมัชชาอนามัยโลก สมัยที่ 73 (resumed World Health Assembly 73) คณะผู้แทนไทยมีส่วนร่วมทั้ง 3 ช่วง ซึ่งการประชุมแบบออนไลน์นั้น คณะผู้แทนไทยมีความสะดวกสามารถเข้าร่วมประชุมจากที่ไหนก็ได้ แต่ต้องมีสัญญาณอินเทอร์เน็ตที่ดีและมีความท้าทายในเรื่องเขตเวลา (time zone) ที่ต้องเข้าประชุมในช่วงดึกและต้องทํางานประจําในตอนเช้า ส่วนปัจจัยที่ทําให้คณะผู้แทนไทยเข้าร่วมประชุมอย่างมีประสิทธิผล คือ การทํางานเป็นทีม การเตรียมการอย่างเป็นระบบ และความสามารถในการปรับตัวของคณะผู้แทนไทย
