บทคัดย่อ

ประเทศไทยดำเนินการส่งเสริมความรอบรู้ด้านสุขภาพตามแผนการปฏิรูปประเทศด้านสาธารณสุขตั้งแต่ปี พ.ศ. 2558 อย่างไรก็ตาม การดำเนินงานที่ผ่านมายังขาดการรวบรวมข้อมูลอย่างเป็นระบบเกี่ยวกับความก้าวหน้าและความท้าทายในการขับเคลื่อนงานในช่วงที่ผ่านมา การศึกษานี้มีวัตถุประสงค์เพื่อนำเสนอภาพรวมของการพัฒนางานการส่งเสริมความรอบรู้ด้านสุขภาพ การเปลี่ยนแปลงของระดับความรอบรู้ด้านสุขภาพของประชาชนไทย และความก้าวหน้าของการพัฒนาและขับเคลื่อนงานความรอบรู้ด้านสุขภาพของประเทศไทยในช่วงปี พ.ศ. 2558–2567 โดยทบทวนเอกสารการสำรวจ เอกสารทางการ และรายงานต่างๆ ที่เกี่ยวข้องกับการส่งเสริมความรอบรู้ด้านสุขภาพ ผลการศึกษาพบว่า ในภาพรวม ประเทศไทยมีการพัฒนานโยบาย แผนยุทธศาสตร์ แผนปฏิบัติการ คู่มือและเครื่องมือการทำงาน การสำรวจสถานการณ์ และการดำเนินกิจกรรมโครงการทั้งในระดับองค์กร ชุมชน และระดับบุคคล ซึ่งสอดคล้องกับทิศทางการพัฒนาของประเทศต่างๆ อย่างไรก็ตาม การดำเนินงานส่งเสริมความรอบรู้ด้านสุขภาพในเชิงระบบยังพบความท้าทายหลายประการในด้านการบูรณาการเข้ากับระบบที่มีอยู่ การขาดตัวชี้วัดที่วัดผลได้จริง และการดำเนินงานนอกภาคสาธารณสุขที่ค่อนข้างจำกัด การขับเคลื่อนงานส่งเสริมความรอบรู้ด้านสุขภาพในอนาคตยังจำเป็นต้องอาศัยแรงสนับสนุนจากทุกภาคส่วน เพื่อให้การส่งเสริมความรอบรู้ด้านสุขภาพผนวกเข้าเป็นส่วนหนึ่งของระบบสุขภาพไทยและสังคมไทย
