บทคัดย่อ

การศึกษานี้มีวัตถุประสงค์เพื่อศึกษาการรับรู้และความพึงพอใจของผู้มีส่วนได้ส่วนเสียต่อระบบหลักประกันสุขภาพแห่งชาติ เขตบริการสุขภาพที่ 10 สุ่มตัวอย่างอย่างง่าย รวบรวมข้อมูลโดยใช้แบบสอบถามและแบบสัมภาษณ์กึ่งโครงสร้าง วิเคราะห์ข้อมูลโดยใช้สถิติเชิงพรรณนาและการวิเคราะห์เชิงเนื้อหา ผลการศึกษาพบว่า กลุ่มผู้รับบริการจำนวน 294 คน อายุระหว่าง 15 - 77 ปี ผู้ให้บริการจำนวน 304 คน อายุระหว่าง 22 - 59 ปี การรับรู้ด้านสิทธิหลักประกันสุขภาพแห่งชาติของกลุ่มผู้ให้บริการและผู้รับบริการอยู่ในระดับมาก – มากที่สุด ส่วนความพึงพอใจของผู้ให้บริการและผู้รับบริการต่อระบบหลักประกันสุขภาพแห่งชาติพบว่าอยู่ในระดับมากที่สุด ข้อเสนอแนะคือ ควรเพิ่มการส่งเสริมสุขภาพและการป้องกันโรค การเบิกจ่ายค่ารักษาพยาบาลข้ามเขตควรให้เขตดำเนินการเอง งบประมาณกองทุนควรโอนเข้าโรงพยาบาลส่งเสริมสุขภาพตำบล ควรอบรมการใช้ระเบียบปฏิบัติที่เกี่ยวข้องและการบริหารจัดการกองทุนให้แก่บุคลากรในองค์กรปกครองส่วนท้องถิ่น
