บทคัดย่อ

การวิจัยนี้มีวัตถุประสงค์เพื่อประเมินผลตอบแทนทางสังคม (social return on investment: SROI) ของศูนย์นวัตกรรมอาหารเพื่อสุขภาพที่ชื่อว่า The Next Food Center ซึ่งดำเนินงานภายใต้การกำกับดูแลของมหาวิทยาลัยขอนแก่น และเป็นหนึ่งในหน่วยให้บริการของอุทยานวิทยาศาสตร์ภาคตะวันออกเฉียงเหนือ 1 ในช่วงปี พ.ศ. 2566–2567 โดยมุ่งวิเคราะห์มูลค่าทางเศรษฐกิจและสังคมที่เกิดขึ้นต่อผู้ประกอบการ เกษตรกร และแรงงานในพื้นที่ ผ่านระเบียบวิธีวิจัยปฏิบัติการแบบมีส่วนร่วมโดยใช้ข้อมูลจากการสัมภาษณ์เชิงลึก การสนทนากลุ่ม และข้อมูลทุติยภูมิ พร้อมการแปลงผลลัพธ์เป็นมูลค่าทางการเงินด้วยตัวแทนมูลค่า และการหักผลกระทบส่วนเกิน รวมถึงสัดส่วนการมีส่วนร่วมของหน่วยงานอื่น ผลการศึกษาโครงการ The Next Food Center ภายใต้อุทยานวิทยาศาสตร์ภาคตะวันออกเฉียงเหนือ 1 จังหวัดขอนแก่น ในช่วงปี พ.ศ. 2566-2567 โดยใช้อัตราคิดลด (discount rate) ที่ร้อยละ 3 พบว่า มีมูลค่าปัจจุบันสุทธิ 4,595,327 บาท และเมื่อพิจารณาต้นทุนและผลตอบแทน (cost-benefit analysis) มีผลการคำนวณอยู่ที่ 1.7 เท่า จึงมีความคุ้มค่าในการลงทุน และผลการคำนวณการประเมินผลตอบแทนทางสังคม พบว่า มีมูลค่าอยู่ที่ 0.63 เท่า กล่าวคือ งบประมาณ 1 บาทที่ใช้ในการโครงการศูนย์ The Next Food Center ภายใต้อุทยานวิทยาศาสตร์ภาคตะวันออกเฉียงเหนือ 1 จังหวัดขอนแก่น จะสร้างประโยชน์ทางสังคมด้วยมูลค่า 0.63 บาท
