Situation of Desirable Thailand Health Systems According to the National Health System Constitution: Health Promotion, Disease Prevention and Health Hazards Control

Article 27(3) of the National Health Act 2007 mandates the Office of the National Health Commission to conduct surveys, studies, and analyses of various data related to health systems of the nation. To assist the implementation of the National Health Act 2007, this study was conducted to assess the state of desirable Thailand health systems using a set of desirable health system indicators and to identify gaps in health system requirements. This study analyzed secondary data and conducted interviews with key informants and experts in the field to assess the status of each indicator and identify gaps in meeting the targets. This study focused on the articles of health promotion activities represented by the incidence of HIV infection, premature mortality from four major noncommunicable diseases. The articles on disease prevention included road traffic mortality and air pollution-attributable mortality. The articles on health hazards control included health systems capacity and emergency preparedness according to the International Health Regulations. The findings demonstrated the relationship between global commitments and the governance of Thailand health systems. The appropriateness of various indicators was determined by local knowledge as well as the ability to track the performance of local policies. The study findings suggested the creation of indicators should incorporate the Sustainable Development Goals both locally and regionally.
