บทคัดย่อ

การศึกษานี้มีวัตถุประสงค์เพื่อศึกษาพฤติกรรมการขอรับประโยชน์ทดแทนของผู้ประกันตนตามมาตรา 40 ที่ประกอบอาชีพขับรถรับจ้างในภาคการขนส่งที่อาจเป็นภาพสะท้อนแนวโน้มการใช้บริการประกันสังคมของแรงงานแพลตฟอร์มที่มีแนวโน้มเป็นที่นิยมของแรงงานนอกระบบในช่วงการระบาดของโควิด–19 โดยนําข้อมูลผู้ประกันตนตามมาตรา 40 ที่ประกอบอาชีพในภาคการขนส่งที่ขึ้นทะเบียนในระบบประกันสังคมของสํานักงานประกันสังคมระหว่างปี 2561–2563 จํานวน 417,135 คน นําเสนอสถิติเชิงพรรณนาด้วยจํานวน ร้อยละ ค่าเฉลี่ย และค่าเบี่ยงเบนมาตรฐาน เกี่ยวกับการใช้บริการจําแนกตามจํานวนครั้ง ประโยชน์ทดแทน และเวลาเฉลี่ยในการขอรับประโยชน์ทดแทนครั้งแรกหลังจากขึ้นทะเบียนแล้ว ผลการศึกษาพบว่า มีผู้ประกันตนตามมาตรา 40 ที่ประกอบอาชีพขับรถรับจ้างในภาคการขนส่งร้อยละ 4.1 ขอรับประโยชน์ทดแทนระยะเวลาขอรับประโยชน์ทดแทนครั้งแรกหลังจากเป็นผู้ประกันตนแล้วไม่ต่ํากว่า 1 ปี ส่วนประโยชน์ทดแทนที่ขอรับบริการมากที่สุด คือ ประโยชน์ทดแทนกรณีประสบอันตรายและเจ็บป่วย และกรณีทุพพลภาพมีอัตราของผู้ประกันตนที่ไม่ได้รับอนุมัติมากที่สุด หน่วยงานที่เกี่ยวข้องควรพัฒนารูปแบบการสื่อสารเพื่อกระตุ้นและจูงใจในการเข้าสู่ระบบประกันสังคมของกลุ่มแรงงานแพลตฟอร์ม โดยนําลักษณะทางประชากรของผู้ประกันตนที่มีแนวโน้มจะใช้บริการประกันสังคมในช่วง 1-3 ปีมาประยุกต์ใช้
