Effectiveness Evaluation of the Healthy City Project and Factors Associated with Public Perception in Local Administrative Organizations, Health Region 9

This study aimed to evaluate the effectiveness of the Healthy City project conducted by Local Administrative Organizations and to examine factors associated with public awareness of the project. This study employed an evaluation research design using a pre–post comparison. The samples consisted of 74 Local Administrative Organizations and 109 residents. The research instruments included a Healthy City standards assessment form and a questionnaire on project awareness, with a reliability coefficient of 0.87. Data were analyzed using descriptive statistics, including frequency, percentage, mean, and standard deviation, and inferential statistics, including paired t-test, Pearson's Chi-square test and Fisher's Exact Test, with a significance level set at 0.05.
The results revealed that the overall implementation of the Healthy City project after the intervention had a significantly higher mean score than before the implementation (p < 0.001), increasing from 31.81 (SD = 11.67) to 37.70 (SD = 12.34), moving from a low to a moderate level. Considering each component, the environmental health and healthy establishments components showed statistically significant improvements (p < 0.001) and were at moderate to high levels. In contrast, the health literacy component, although significantly improved (p < 0.001), remained at a low level. Regarding factors associated with public awareness of the Healthy City project, residential area and education level were significantly associated (p < 0.05), whereas gender, age, and occupation showed no significant associations.
In conclusion, the Healthy City project significantly improved the performance of Local Administrative Organizations. However, greater emphasis should be placed on enhancing public health literacy, along with strengthening fundamental environmental aspects such as human sewage management and drinking water quality, to ensure sustainable Healthy City development.
