Evaluation of the Nakhon Pathom Province Health Plan 2019

Abstract

           The main objective of this documentary research was to evaluate the Nakhon Pathom Health Plan 2019. The study employed CIPP evaluation model, which consists of context, input, process, and product frameworks for the evaluation. Data was obtained from annual performance report of the year 2019 and relevant documents, and was analyzed using descriptive statistics and content analysis methods. Results were revealed as follows. In the context framework, the study found that the Nakhon Pathom Health Plan 2019 was corresponded with Four Areas Strategic Plan of the Ministry of Public Health, Health Plan of the Regional Health Office 5, Provincial Plan and health problems in the area. In term of budget, the cost of conducting the meetings was 78,400 Baht for the outcome of planned 65 projects, with allocated capital budget of 10,117,956 Baht. All projects could be included into the Provincial Health Plan under the Strategic Four Areas toward Excellence. In the product framework, the study found that of all 55 indicators, 81.82 % of them were passed. When considering by strategic issue: every criteria or standard under the staff issue was passed; 91.67 % of good governance criteria was passed; 85.71 % of service criteria was passed; and 58.33 % of health promotion, disease prevention and consumer protection criteria was passed.
