Working experience of public health personnel under the COVID-19 outbreak situation: A case study of Kanchanaburi Province

Abstract

This research is a qualitative study employing a case study approach to investigate the experiences of public health personnel in Kanchanaburi Province during the COVID-19 pandemic. Data were collected through in-depth interviews with 15 staff members each from sub-district health promotion hospitals, district public health offices, and the provincial public health office, with the participants' consent. The collected data were analyzed to reflect critical experiences and lessons learned in managing this unprecedented public health crisis.

The findings indicate that managing an emerging infectious disease like COVID-19 requires effective leadership from senior administrators, who play a central role in driving activities and fostering collaboration among various sectors. Public health teams and frontline personnel demonstrated their full capabilities, potential, and courage. Key activities, such as online training and knowledge dissemination, campaigns for personal protective equipment (PPE) donations, and the distribution of resources to health service units nationwide, highlighted the dedication, unity, and commitment of public health personnel at all levels.

These experiences have fostered a sense of pride among frontline workers and provide a foundational understanding for public health administrators. This understanding is essential for developing appropriate support mechanisms, including role recognition, equitable compensation, and career advancement opportunities. Such measures aim to motivate public health personnel to continue improving their skills and fulfilling the goals of the national health organization sustainably.
