ปรากฏการณ์หลังการถ่ายโอนโรงพยาบาลส่งเสริมสุขภาพตำบลสู่องค์การบริหารส่วนจังหวัด ในระยะแรก : กรณีศึกษา จังหวัดกาญจนบุรี

Abstract

The purpose of this research wasto study the phenomenon through the perceptions of officer in sub district health promotion hospitals about changes in organizational management in the first stages after the transfer of sub-district health promoting hospitals to Kanchanaburi Provincial Administrative Organization, totaling 3 aspects: 1) organizational management, 2) service quality, and 3) satisfaction officer. A questionnaire survey with confidence with Cronbach's alpha coefficient was 0.798. A simple random sampling was obtained from 187 samples. Data were analyzed. with descriptive statistics, number, percentage, mean and standard deviation and paired sample T-Test, A qualitative study by in-depth interviews from a group of 10 key informants, qualitative data were analyzed with interpretation and meaning.

The results showed that before and after the transfer, all 3 aspects were statistically different (P<0.01), with all aspects having decreased in average score. The organizational management before (=3.36, S.D.=0.79) and after(=2.77, S.D.=1.02) transfer had average scores at the moderate level.The quality of service before transfer(=3.82, S.D.=0.85) the average score was high level and after transfer(=2.81, S.D.=1.28)the average score was moderate. The satisfaction officer before(=3.45, S.D.=1.16)and after (=2.77, S.D.=1.01) transfer the average score was moderate. And from interviews with key informants, it was found that revealed many changes after the transfer. Due to the impact of regulatory and professional laws, there was a lack of clarity and preparation to support the transfer. Service quality was reduced.

Benefits of the study to make plans to improve, solve problems or obstacles and promote the development of existing good things even better in order to make the transfer of the past and the next phase effective for the best benefit.
